Adding one calendar month to January 31 must address a February that lacks the 31st. Under the displayed constrained rule, the anniversary reaches February's last valid day. A fixed 30-day calculation can land in March and answer a different question.
The result keeps the endpoint dates and remainder visible so this behavior can be reviewed rather than hidden inside one integer.
Boundaries crossed are not completed months
A date span can cross into a new named month before a full monthly anniversary occurs. Boundary count describes calendar transitions; completed-month count describes whole anniversaries. Both are reported with distinct labels.
Use the unit a policy actually requests
