A year becomes complete when the later date reaches the matching month and day. Before that anniversary, the unfinished interval belongs in months and days. Leap-day and month-end dates follow the displayed calendar policy rather than a blanket 365-day assumption.
The next full-year date makes the remaining boundary concrete and can support review or planning.
Fractional years need their own label
Actual/Actual expresses completed years plus the fraction of the current anniversary year that has elapsed. Other systems may divide total days by 365 or 365.2425. Those values can differ, so the method should travel with the number.
Service and legal periods may override general arithmetic
Employment, residency, benefits, limitation periods, and contracts can define credited service, inclusive dates, pauses, or jurisdictional calendar rules. This result supplies transparent date math but cannot determine legal entitlement or official duration.
